When HB 1162 was originally introduced, it included language that would have allowed all eligible people living in Indiana due to humanitarian parole to have access to driver's licenses, permits, and identification cards. We supported this language as it was in line with our lawsuit that we filed challenging a 2023 Indiana law that only gave humanitarian parolees from Ukraine the right to obtain IDs as too narrow because it did not include other people on humanitarian parole. A federal judge issued a preliminary injunction in the case ordering the BMV to accept applications from everyone in Indiana on humanitarian parole.
Then, this language was amended out of the bill, and the bill seeks to directly nullify the judge’s order by end ID privileges for all immigrants on humanitarian parole.
