This bill increases the administrative burden for some nondiscrimination programs at state agencies and public schools and universities. It also prohibits agencies and schools from requiring certain kinds of trainings. 

The mandates of this bill have far-reaching implications. For some entities, the mandates will be so burdensome as to chill that agency’s use of nondiscrimination programming. Even for agencies who can comply, the mandates will squander state and local funds without improving state workplaces or educational environments. Indiana elected officials need to focus more on increasing equal opportunity and less on political gestures that don’t result in positive outcomes.
